THE MAIN CONSTITUTIONAL PRINCIPLE IS THE PUBLIC CONSENT
Peace and harmony in the society and the history of mankind are the main sought-after values. Today, the most of the world states are multiethnic. In accordance to the UN data, about 10 percent of the world countries are monoethnic.
Nowadays multi-ethnic and multi-religious realities prove that the most successful countries in the world form one state nation.
International tensions in inter-ethnic conflicts are noted around the world map. Especially in the developing countries of Africa and Asia, as well as highly developed countries of Europe and North America such as is Sikh terrorism, the Rwandan tragedy, the Ulster question, Balkan separatism and migrants in the European Union.
In today conditions it is important to note the position of world leaders in the active integration of the idea of social harmony in "universal humanity" and its transposition into the language of verified political decisions and actions.
The sphere of interethnic relations is extremely complicated and delicate where everything depends on the factor of multi-ethnicity governance. And when it is converted from vulnerability into the strategic resource it is the main indicator of moderate public policy.
In Kazakhstan, due to the political will of the Head of the State Nursultan Nazarbayev was created a model of inter-ethnic relations, with the basic principles to contribute to the strengthening of public consent, Kazakhstan identity, tolerance and unity, becoming the norm of public interest and public life.
The history of independent Kazakhstan is linked with the name of the First President - Leader of the Nation N.A. Nazarbayev.

Held on August 29, 2016 Astana International Conference on "Building a world without nuclear weapons", dedicated to the 25th anniversary of the closure of Semipalatinsk nuclear test site, has once again shown the concrete actions of Kazakhstan on the closure of the fourth nuclear test site in the world. On one of the first sessions of the Assembly of the People of Kazakhstan, the President has clearly defined his personal and public position. All the years of independence the state ethnic policy is directed to the real embodiment of the idea of social harmony and building Kazakhstan statehood on the basis of equality and unity of the people of Kazakhstan.
Symbolically, as well as many other important documents, the adoption of the Patriotic Act "Mangilik El" at the XXIV session at the Assembly of the People of Kazakhstan in April 2016. This historic event shows the trinity of the main basic concepts: Elbasy, People and "Mangilik El".
The concepts of unity and social harmony is enshrined in the documents of the independent Kazahstana. Thus, in Article 2 of the Declaration on State Sovereignty of the Republic of Kazakhstan, adopted on October 25, 1990 was declared the revival and development of indigenous culture, traditions, language, and national dignity of the Kazakh nation and other nationalities living in Kazakhstan. It was the one of the most important tasks of the statehood of the Republic of Kazakhstan.
Law "On State Independence of the Republic of Kazakhstan" clearly stipulates that citizens of all nationalities united by common historical destiny with Kazakh nation are a single nation of Kazakhstan, which is the sole bearer of sovereignty and source of state power in the country.
In recent history, the adoption of the Constitution in 1995 and the Assembly of the People of Kazakhstan will forever be inextricably linked with each other. After all, at the first session of the Assembly of the People of Kazakhstan Head of State voiced the initiative to adopt new Constitution.
The 1995 Constitution adopted the basic principles of the republic's social harmony and stability. The Basic Law laid down over 11 standards, providing equal rights for all citizens regardless of their racial, ethnic, religious or social affiliation.
It defines a single civil and social status of ethnic groups. The representatives act not as the minority, but have full rights and freedom as the United People of Kazakhstan.
The Constitution guarantees to all ethnic groups in Kazakhstan full rights to develop the culture, traditions and language, provide the conditions for the creation of effective social mobility.
These conceptual provisions permeate the entire Basic Law and objectively reveal the inexhaustible potential of the Constitution of the Republic of Kazakhstan in ensuring social cohesion and national unity.
For 21 years the Basic Law of the Republic of Kazakhstan is a reliable guarantee for social harmony in the country.
2016 is a milestone in the history of the Kazakh statehood. This is a clear demonstration that Kazakhstan's Independence is the main value for the people to independently determine the vector of development.
In the historic "Word of Independence" it is highlighted: "Independence is a great unity of our nation, with its unique history and culture of the state language and respect to the ethnic languages of Kazakhstan."
The idea of social consensus is based on deep roots of humanism and tolerance in the outlook of the Kazakh people. Ethno-cultural mobility in the Eurasian space formed an example of Kazakhs to respect ethnic groups and the lifestyle of other people, their traditions, culture and religion.
The traditions of humanism and tolerance, unity and solidarity in the face of challenges in the most difficult periods of history became an unshakeable foundation for social cohesion and unity of the people of Kazakhstan. In the years of the totalitarian regime, massive repressions and deportations, when representatives of 62 ethnic groups against their will appeared in Kazakhstan. As a single nation, Kazakhstan's ethnic groups have taken a worthy place in the general history of the multiethnic Kazakhstan and its dynamic development.
A sense of unity and harmony permeated by the Assembly of the People of Kazakhstan in the implementation of the idea of unique international project "Memory for the Future", since 2009 is held annually on the eve of the Day of Remembrance of the victims of political repressions and famine in the fertile Kazakh land. A symbol of gratitude to the Kazakh people have become monumental structures "Thanks to the Kazakh people", mounted in Almaty, Zhambyl and West Kazakhstan regions. Adherence to these core values has become a powerful consolidating factor of Kazakhstan's society. Moral and spiritual phenomenon of Kazakh culture and common history studyied by foreign researchers.
US famous political scientist Martha Olcott says: "As you know, ethnic tolerance is one of the building blocks in the society of Kazakhstan. And, of course, is a great achievement. "
The constitutional principle of the responsibility for ensuring social consensus is laid in the foundation of the holiday Thanksgiving Day, which is celebrated on the first of March. The 25th anniversary of Independence of the Republic of Kazakhstan is a day of gratitude, demonstrating the triumph of peace and harmony of Kazakh policy. It is a day of respect for our common history, the creator of which were the multiethnic people of Kazakhstan under the leadership of the First President, Leader of the Nation of Kazakhstan, N.A. Nazarbayev.
Difficult situation in the world and attempts to speculate on the socio-economic problems unite the citizens of Kazakhstan, in a thought that the "common destiny" is a "Common Future". According to sociological research 98% of Kazakhstanis are proud of belonging to Kazakhstan.
The conceptual content of the idea of public consent is obtained in the concept of strengthening and developing the Kazakhstani identity and unity of People's Assembly of Kazakhstan until 2025.
Assembly activities support government agencies at all levels and institutions of civil society to strengthen social harmony and unity of Kazakhstan identity, defining its responsibility to participate in the modernization process. According to 95.3% of opinion polls, the Assembly played a key role in ensuring and strengthening social cohesion and unity.
Kazakhstan citizens put first the stability and harmony in society: 97.6% define themselves as members of a single nation of Kazakhstan, 92.8% of respondents support the state policy in the field of social cohesion and national unity.
The basic vector of the Plan of the Nation "100 concrete steps: is a modern state for everyone", "Identity and unity", the successful implementation of which is ensured by the modernization activities of the Assembly through strengthening of the state and the Assembly public infrastructure, development of public consent of the Council, the scope of mediation and coordination of charity.
In general, the country has developed and operates a new vertical and horizontal inter-ethnic processes.
In regions a civil society of the Assembly began operating.
At the state level it is a creation of new State Institution "Kogamdyk kelіsіm" under the President of the Republic of Kazakhstan, uniting 16 regional and 10 district municipal institutions. The activities are focused mainly on the work of Friendship Houses, which are, in fact, the unifying core for the development of social infrastructure of the Assembly, the support of ethno-cultural associations. There is a Republican House of Friendship in Almaty and 32 houses in the regions.
In total 1338 ethnic and cultural associations, 1993 Council of public consent, 823 mothers councils of the Assembly actively participate in the implementation of a set of national objectives, as an effective mechanism for the implementation of the constitutional principle.
Nationwide, in fact, the Assembly projects are the Civil Society Forum of the national-cultural centers of the SVMDA, the international project "Conversations on the Silk Road", national charity event "Caravan of Solace" and a cultural and educational project "Myn Bala" and others.
The Assembly and the Supreme Court signed a memorandum on cooperation, securing the importance of teamwork in pre-trial examination of disputes, reconciliation of the parties, the development of family and generational mediation. The campaign under the auspices of the Assembly was held countrywide in August 2016 as a "Mediation Day ", contributed to the discovery of 667 offices for mediation to provide citizens with the assistance.
The undoubted achievement is the development of scientific and expert support of the Assembly activities. The creation of scientific and expert council in the regions, the functioning of the Assembly 22 departments in universities and colleges, the Assembly depositories in libraries provide a strong scientific, methodological and educational framework in the implementation of fundamental constitutional principles. The phenomenon of the Kazakhstan "public consensus" is as a fundamental constitutional principle, lying in the plane of the entire state policy, which has been intensively studied by domestic and foreign scientists.
As a result of complex sociological research in the sphere of interethnic relations in Kazakhstan and abroad, together with the Institute of Philosophy, Political Science and Religions of the Ministry of Education, was the creation of the Assembly scientific platform, National Analytical review of the Kazakhstan model of social cohesion and national unity for the 25-year-old history of the Independence of the Republic of Kazakhstan.
Thus, the constitutional principles are aimed at strengthening social cohesion and national unity of Kazakhstan identity and trust, which are the fundamental basis of Kazakhstan's policy for peace.
