A meeting on mediation was held in the House of Friendship of Uralsk.

The meeting was held on the topic "Coordination of the joint work of the parties on the implementation of plans and memoranda with government agencies".
During the meeting, it was discussed what kind of work on the development of mediation should be conducted in state bodies with the aim of forming a conflict-free society, on developing a mechanism for working with the courts to involve mediators more actively in social activities aimed at providing socially-oriented assistance to people.
As you know, the Head of State instructed the Government, Akimats and APK to strengthen new directions of the APK work including mediation. In the West Kazakhstan region last year memorandums on cooperation with departments of education, public health services, department of internal affairs have been concluded.
- During today's meeting, we would like to discuss the question of which direction to work for mediators in education, health, local police service, with which memorandums were concluded? After all, as such, there is no mediation either in schools or in health care facilities. Therefore, today, first of all, we need to identify the responsible persons for monitoring and start implementing the measures and tasks outlined in the plans of the memorandums, so that it does not remain on paper. I myself worked at the school for about 30 years, seven of them in the city department of education and know firsthand that conflicts often occur in schools between teachers and students, as well as their parents, conflicts with the school administration. Of course, many organizations do not want, as they say, to take dirty linen out of the hut, try not to publicize the situation. And it's good if conflicts are resolved fairly. And in the agreement on a mediation agreement just have a point about the confidentiality and non-disclosure obligations of the parties are taken into account to ensure the impartiality, - said the head of the department of social initiatives and social harmony "Kogamdik kelіsіm" APK WKR Alua Rahisheva.
Participants in the meeting were unanimous in their opinion about the need to conduct explanatory work among the population as much as possible. Judge of the Judicial Board for Civil Cases of the Regional WKR Court Erlan Idirov, noted the positive aspects of mediation. – Recently, we have seen an increase in the number of cases discontinued through mediation. Within the framework of the Memorandum signed, we, together with APK WKR, exchange data on the number of disputes resolved positively with the help of mediators. legal relationship, - said E. Idirov.
It is worth noting that mediation not only offloads the judicial system, relieving it of "unnecessary" disputes, but, more importantly, helps to reduce such disputes in the future. After all, unlike a court, mediation does resolve the dispute, brings it to its logical conclusion, when the disputants find a mutually acceptable solution. And, hence, this dispute will not arise again.
- I have been working in this field for more than two years. During this time I prepared 160 mediation agreements. People turn on a variety of issues - the theft of cattle, cell phones, family sors, real estate purchase and sale. And I want to note that in most cases disputes are resolved positively. In my practice, none of the mediatory agreements reached the court. Only for the first month of this year I have already prepared 20 mediation agreements. I believe that in our time requires mediation as an alternative way to resolve the conflict without bringing the case to court - said the public mediator of Burlin district Pugachev rural district Mayra Selbaeva.
The Institute of Mediation in Kazakhstan as a new alternative way of peaceful settlement of differences over five years of work has proved its effectiveness. According to statistics, more than 80% of disputes involving mediators are completed by reconciliation of the parties. However, insufficient awareness of the population about mediation does not allow full use of its potential.
Summing up the meeting, the vice-chairman of the Assembly of the People of Kazakhstan WKR, the head of the secretariat Gaisa Kapakov noted that the Assembly in its work is aimed at achieving concrete results that will allow the institution of mediation to develop and strengthen it as an effective mechanism for preventing and resolving social and domestic conflicts. The task is to expand the scope of application of mediation, to inform and popularize this alternative method of resolving conflicts and disputes among the population.
On the part of Aluha Rahisheva, Head of the Department of Social Initiatives and Public Consent of "Kogamdyk kelisim" APK WKR Aluya Rahisheva, it was proposed to include professional mediators in the conciliation commissions, train trade union leaders and psychologists of the institutions with media competence, and place information stands about mediation in places where citizens are waiting.
