In accordance with article 33 of the Constitutional law of the Republic of Kazakhstan of 26 December 1995 "On the President of the Republic of Kazakhstan" I HEREBY RESOLVE:

1. To establish a Republican state institution "Kogamdyk kelisim" under the President of the Republic of Kazakhstan in Astana (hereinafter - the institution).

2. To approve the enclosed Charter of the institution.

3. To establish regular number of organization in number of 58 units.

4. To determine the authorized body in respect of the establishment of the Executive Office of the President of the Republic of Kazakhstan.

5. To establish that Director of the institution is appointed and dismissed by the President of the Republic of Kazakhstan.

6. To Government of Kazakhstan:

1) to take measures to liquidate the Republican State Institution "House of Friendship - Center of Interethnic Relations" of Ministry of Culture of the Republic of Kazakhstan with the transfer of its property to the institution;

2) to ensure state registration of the institution within one month;

3) to provide funding for companies from the national budget;

4) in the order established by the legislation of the Republic of Kazakhstan to provide establishment of official salaries (rates) of heads, specialists and employees of organization with application of the raising coefficient 1,72;

5) take other measures arising from this Decree.

7. To Ministry of Finance of the Republic of Kazakhstan together with the office of the President of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan to ensure the allocation of premises for the institution in Astana.

8. To make additions to the following decrees of the President of the Republic of Kazakhstan:

1) repealed by presidential decree from 29.12.2015 No. 150 (shall be enforced from 01.01.2016);

2) in the Decree of the President of the Republic of Kazakhstan dated 29 March 2002 № 828 "on some issues of personnel policy in the system of public authorities" (SAP of the Republic of Kazakhstan, 2004, № 17, article 212; № 21, article 265; 2005, № 29, article 362; 2006, № 23, article 229; 2007, № 42, article 479; 2009, № 34, article 321; 2010, № 51, article 466; 2011, № 39, article 472; No. 41, article 518 ; No. 48, article 646; No. 51, article 685; 2012 , No. 35, article 457; No. 74, article 1067; No. 80, article 1178; 2013 , No. 24, article 379, article 381; No. 29, article 439; No. 31, article 465; No. 33, article 497; No. 43, article 633; 2014, No. 1, article 1; No. 3, article 17):

in the list of positions of political civil servants and other officials appointed by the President of the Republic of Kazakhstan or in coordination with him, elected on his proposal, as well as appointed in coordination with the Administration of the President of the Republic of Kazakhstan, approved by the above decree:

9. This Decree shall enter into force on the date of its signing.
