Center for the study of interethnic and interreligious relations in Central Asian region (hereinafter Center) – a structural unit of Academy of Public Administration under the President of the Republic of Kazakhstan, which is engaged in the study of interethnic and interreligious relations and training on state ethnic policy, problems of ethnicities and religions.

The center was opened in 2011 on behalf of the President of the Republic of Kazakhstan, announced at the XVII session of the Assembly of people of Kazakhstan.

Mission of the center is to create a fundamental research base for the development of Kazakhstan's model of interethnic and interreligious consent.

Purpose of the activity is the study of interethnic and interreligious relations and training on state ethnic policy, problems of interethnic and interreligious relations, monitoring of interethnic and interreligious situation in the country, express analysis and development of recommendations, as well as the implementation of programme – targeted and grant research on state ethnic policy, interethnic and ethno-confessional relations.

The center conducts scientific and applied research, implements programs and projects in the field of state ethnic policy, organizes scientific and practical conferences, forums and training seminars.

The group of trainees consists of civil servants dealing with issues of interethnic and interreligious relations, Deputy akims of cities and districts, heads of departments of internal policy of cities, districts, heads of ethno-cultural, youth and other public associations, representatives of denominations, representatives of scientific and expert groups of APK, universities, mass media of Kazakhstan.

The tasks of the Center include:

• development of recommendations to improve the ethnic policy of Kazakhstan, participation in the development and implementation of state programs in this area;
• formation of research base on interethnic and interreligious relations of Kazakhstan;
• study of global trends in interethnic and interfaith development;
• scientific and methodological support of educational programs on ethnic groups and confessions;
• conducting research in the field of interethnic and interreligious relations;
• participation in scientific, methodological and organizational support, support and implementation of state and joint international programs and projects in ethnopolitics;
• analysis of scientific, methodological and informational literature in the field of interethnic and interreligious relations.

Development concept:

o scientific support of effective interaction between state bodies and civil society institutions in the sphere of interethnic relations, creation of favorable conditions for strengthening interethnic harmony and tolerance in society;

o scientific support for the strengthening of Kazakhstan's identity on the principles of citizenship and the national patriotic idea “Mangilik El”;

o assistance to state bodies in countering extremism and radicalism, infringement of the rights and freedoms of every citizen and in the formation of a political and legal culture based on democratic norms;

o integration of efforts of civil servants, ethno-cultural and other public associations to preserve public consent and unity;

o research of problems of revival, preservation and development of ethnic cultures, languages and traditions of Kazakh and other ethnicities of Kazakhstan.

Priority directions

1) research – providing scientific justification and development of practical recommendations in the field of state ethnic policy of Kazakhstan, the use of research results in training.

2) educational – carrying out educational activities according to the schedule approved by Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-corruption, Assembly of people of Kazakhstan and Academy: Republican training seminars in Astana, zonal training seminars in the regions of Kazakhstan, refresher courses and retraining of civil servants, summer schools.

3) scientific and organizational – carrying out scientific and organizational activities: round tables, international scientific and practical conferences, scientific and methodological seminars, competition of scientific works in the field of interethnic and interreligious relations.

o Study of interethnic and interreligious relations and methodology of training on state ethnic policy, problems of interethnic and interreligious relations.

o Formation of professional competences in the management of ethnic and social processes: preservation of stability in the country, strengthening of public consent, education of patriotism and responsibility.

o public administration and public policy in the sphere of interethnic relations of the Republic of Kazakhstan: development of technologies of management and civil participation in strengthening public consent (2014-2016)

o Public consent and national unity of the people of Kazakhstan: conceptual foundations, institutions and mechanisms of ensuring (issues of modernization of ethno-political management) (2014-2016)

o History of interethnic and interreligious relations in the Republic of Kazakhstan, including the history of the largest ethnicities (2014-2016)

o sociological dimension of corruption: research methodology and society's attitude to research results (2015-2017)

International summer school

Every year the Center holds an international summer school for young people. The purpose of the event is to increase the level of professional knowledge and skills of students on the problems of formation of culture of interethnic relations among young people in terms of the State of the Nation Address of the President of the Republic of Kazakhstan — Leader of the Nation N. Nazarbayev "Strategy Kazakhstan-2050": new policy of the established state" dated December 14, 2012.

The school is held one week in one of the sanatoriums of the Republic. Representatives of the Assembly of people of Kazakhstan, Ministries of the Republic of Kazakhstan and Academy, as well as international experts of Scientific and Expert Council of the Assembly of people of Kazakhstan give lectures to the participants — heads of youth ethno-cultural associations, specialists of youth resource centers and civil servants dealing with youth policy. The exchange of views and experience on the preservation and development of cultures of ethnic groups and strengthening the unity of the people of Kazakhstan takes place at the discussion platforms.

As part of the summer school organized cultural and educational activities: excursions to museums, watching movies, literary evenings and sporting events.

Seminar for experts

Every year the Center organizes a methodical seminar "Technology of preparation of recommendations on the results of scientific research in the field of interethnic relations and ethnopolitics".

The aim is to improve the methodological, scientific, methodological and personnel support of research activities in the field of ethnopolitics and interethnic relations.

The event is aimed at mastering new technologies by students to develop recommendations on the results of the study, exchange of views and experience in conducting research in the field of ethnopolitics and interethnic relations. It is aimed at scientists and experts of scientific research structures and universities dealing with issues of interethnic and interfaith relations, ethnopolitics.

Competition of scientific projects

The center annually organizes Republican contest of scientific works among young scientists dedicated to the Kazakhstan model of interethnic tolerance and public consent. The competition is held in 3 stages: 1st stage is regional competition, 2nd stage is Republican correspondence selection and 3rd stage is Republican final competition.

The aim is to improve the ethno-political and ethno-social situation through the involvement of scientific and expert potential of domestic young scientists.   

The tasks are to increase the interest of young people in science, including research on interethnic and interreligious relations, search and support of talented young scientists, increase the level of patriotism and social responsibility of young scientists. Young scientists of Kazakhstan under the age of 35 can take part in the competition: candidates of sciences, PhD and doctoral students, masters and undergraduates.
