1. General Provisions

1.1 Present Regulations on holding a creative journalism contest (hereinafter - the Contest) is developed in accordance with the key directions of the Concept of Development of the Assembly of people of Kazakhstan (until 2025).

1.2. Contest management:

1) Founder of the contest is the Assembly of people of Kazakhstan (hereinafter referred to as the Founder).

2) Organizer of the contest is the Republican state institution "Kogamdyk kelisim" under the President of the Republic of Kazakhstan (hereinafter - the Organizer).

2. Aim and objectives of the contest

2.1 The purpose of the contest is to promote the development of domestic journalism by encouraging authors who publish materials on the topic of public consent and national unity.

2.2 Objectives of the Contest:

1) Popularization of programs and materials in the mass media, revealing the essence and content of the state policy in the field of interethnic relations, contributing to the development of intercultural dialogue;

2) Promotion of the best examples of culture and traditions of multi-ethnic people of Kazakhstan in the information space;

3) Expansion of the sphere of application of the state language;

4) Improvement of the quality of materials in the mass media devoted to the issues of strengthening social harmony and national unity;

5) Increasing the role and responsibility of the Kazakh media in covering the topic of social harmony and national unity.

3. Contest participants

3.1 Journalists of Kazakhstani mass media, representatives of ethno-cultural associations, non-governmental organizations, figures of science and culture, experts and individual authors may take part in the contest.

3.2 Each participant can submit only 1 (one) application.

4. Contest management

4.1 The founder of the competition is responsible for the general management of the competition.

4.2. organizer:

- makes changes and additions to the present Regulations;

- creates and approves the composition of the jury;

- determines and ensures the order of conducting all procedures of the contest and awarding the winners of the contest;

- approves the results of the contest;

- publishes information about the announcement of the contest on the portal www.assembly.kz, informs through the media about its results.

4.3 At the regional level, the founders are Secretariats of the Assembly of the People of Kazakhstan, Astana, Almaty, Shymkent; organizers - "Kogamdyk kelisim" MPI of regions, Astana, Almaty, Shymkent.

4.4 In order to determine the winners of the contest the Organizer has the right to request additional information from the participants.

4.5 The winner of the contest is determined by the jury members.

5. Procedure and terms of the contest

5.1 To participate in the contest, materials in the state and Russian languages are accepted, published in the printed and electronic media, including the media of ethno-cultural associations, and on the pages of Internet resources in the period from January 1 to September 1, 2019.

5.2 The contest is held in the following categories:

- Best analytical material on the Kazakhstani model of social accord and national unity;

- Best material revealing the directions of activity of the Assembly and its structures (Council of Mothers, Council of Public Consent, "Zhangyru Zholy" RYM);

- Best material devoted to the key directions of the program article "Uly Dalanyn zheti қyry" in the context of formation of historical consciousness;

- Best material devoted to the key directions of the program article "Bolashakka Bagdar: ruhani zhangyru";

- Best material devoted to the propaganda and expansion of the sphere of application of the state language;

- Best material "On the development of mediation";

- Best material "On the development of charity";

- Best material on promotion of the winners of the project "100 new faces of Kazakhstan";

- Best material revealing the key directions of the cultural and educational project "Qazaqtanu";

- Special prize "Zhastar Zhyly – dangyl zhol" dedicated to the Year of Youth for publications in social networks with hashtags #jangyrujoly; #dangylzhol

5.3 Those who wish to participate in the competition at the first stage can apply:

- directly to "Kogamdyk kelisim" RPI under the President of the Republic of Kazakhstan from March 1 to September 20, 2019;

- or to "Kogamdyk kelisim" of the regions, Astana, Almaty, Shymkent in the period from March 1 to August 20, 2019.

5.4. From August 20 to September 1, 2019, "Kogamdyk kelisim" MPI of the regions, Astana, Almaty, Shymkent summarize the results of “Shanyrak” regional competition in journalism.

5.5. Submission to the winners of the regional competition is sent to the organizer of the competition-"Kogamdyk kelisim" RPI under the President of Kazakhstan from 1 to 20 September 2019.

5.6. The submission prepared by "Kogamdyk kelisim" MPI of the regions, Astana, Almaty, Shymkent, also includes the work of the contestants, a questionnaire in the form indicating personal data and the nomination in which the applicant intends to participate.

5.7. Works must be sent in the original or on a disc in DVD format, CD with audio and video recordings, programs, stories, printed pages in pdf format, with links and screenshots of materials posted in the electronic media.

5.8. Applications with works should be sent to "Kogamdyk kelisim" RPI under the President of Kazakhstan at the address: 10 Mangilik El Str., House of Ministries, 13 entrance, office 681, Astana, 010000.

5.9. The award ceremony of the best works will be held in Astana in October 2019.

6. Competitive selection criteria

- compliance of the material with the theme, goals and objectives of the Contest;

- completeness of the topic in the nomination;

- creative approach of the author, the originality of the material;

- novelty, relevance, objectivity and reliability of the material;

- public importance of the issues raised by the author.

7. Requirements for registration of the contest application

7.1 Application for participation in the contest is a form of expressing the consent of the author applying for participation in the competition, with the requirements and conditions provided for in this Regulation.

7.2 Application for participation in the contest must contain:

- submission form filled in in the form according to Appendix 1 to this Provision;

- additional documents confirming the compliance of the application with the requirements of the contest.

The number of materials submitted by one application for one nomination must be at least 3 and not exceed 5 materials.

7.3. Application for participation in the competition may be submitted to the regional organizer of the competition in electronic form, as well as in a sealed envelope, indicating the name of the competition and the sender's contacts.

7.4. Submitted applications for participation in the competition are registered by the organizer of the competition with the date and time of applications. Short information messages /press releases, etc. / will not be accepted.

7.5. Applications submitted to the organizer of the competition after the announced date of the end of the competition applications or those do not meet the requirements of the competition will not be considered.

7.6. Materials sent to the contest will not be reviewed and will not be returned.
