on the implementation of p. 31 of the Action Plan to implement the Concept of development of the Assembly of people of Kazakhstan (until 2020) in the 2015-2017 years, approved by order of the Minister of Culture and Sports of the Republic of Kazakhstan dated December 15, 2014 № 140

"Kogamdyk kelіsіm" RSI under the President of the Republic of Kazakhstan under the auspices of the Assembly of people of Kazakhstan in compliance with p. 31 of the Action Plan to implement the Concept of development of Assembly of people of Kazakhstan (until 2020) in the 2015-2017 years, provides information on maintenance of activity of the Scientific Expert Council of the Assembly of people Kazakhstan, particular:

May 13, 2015 at the National Academic Library of the Republic of Kazakhstan in the Hall of the APK held an extended meeting of the Scientific Expert Council of the Assembly of people of Kazakhstan, during which was presented the public review and the presentation of the book named  "Elbasy zhane Kazakh memlekettіgі" of the deputy of Mazhilis, member of the Committee on Foreign Affairs, Defence and Security of Mazhilis of the Parliament of Kazakhstan, the chairman of the Commission on Human Rights under the President of the Republic of Kazakhstan, member of Council of the Assembly of people of Kazakhstan, Doctor of Political Sciences, Professor Sultanov Kuanysh Sultanovich.

The work of the Council was attended by members of the Assembly of people of Kazakhstan, deputies of Mazhilis of the Parliament of the Republic of Kazakhstan, Scientific Expert Council of the Assembly, representatives of government agencies, universities and public figures.

At the end of the meeting 5 members of the expert council were awarded to commemorative medals "20 Years to APK".

June 25, 2015 at the National Academic Library of the Republic of Kazakhstan in the Hall of the Constitution, held an extended meeting of the Scientific Expert Council of the Assembly of people of Kazakhstan with the participation of the Secretary of State of RK Abdykalikova G.N.

The work of the Council was attended by representatives of the Presidential Administration, ministries and departments, deputies of the Parliament of Kazakhstan, members of the Scientific Expert Council, members of the Assembly of people of Kazakhstan, heads of scientific and expert groups of regions, heads of departments of tolerance and APK of leading universities of Kazakhstan, heads of analytical department of "Koғamdyk kelіsіm " RSI, government officials and media representatives.

During the meeting were discussed the problems of SEC of APK in the implementation of the fourth institutional reform "Identity and unity" of the Plan of Nation - 100 specific steps "Modern State for all", discussed scientific researches in the field of social cohesion and national unity, the progress of scientific and expert support in the Year of APK and other organizational matters.

Noting the importance of the work of members of SEC of APK, Secretary of State identified the tasks for the scientific community of the Assembly in the field of implementation of the fourth institutional reform " Nation of the unified future", gave a number of instructions for the development and strengthening of Kazakhstan's identity on the principles of citizenship, the preservation of national unity and social harmony.

On the agenda were also considered tasks of the SEC of APK in implementation the Plan nation - 100 specific steps to further state building in "The identity and unity" direction, the presentation were made by Rector of the Eurasian National University, Deputy Chairman of the SEC of APK Sydykov E.B. and Director of the Institute of Philosophy, Political Science and Religious PhD, Deputy Chairman of the SEC of APK Shaukenova Z.K.

In addition, the reports on implementation of the orders of the Secretary of State of Kazakhstan, given to the Ministry of Education and Science at the extended meeting of the SEC of APK on June 17, 2014 (Minutes № 35-7.5 (ПӘ) and researches in the field of social cohesion and national unity were made by the Chairman of the Committee of Science, Ministry of Education and Science of the Republic of Kazakhstan Zholdasbayev S.I., Rector of the State University named after Shakarim, Semey, a member of the SEC of APK Amirbayov S. A., General Director of "Education Fund" New Solutions ", the member of APK Kim V.S.

They also there were reports on the progress of scientific and expert support of the Year of the Assembly of people of Kazakhstan, presented by general director of the Center for Business Information, Sociological and Marketing Research «BISAM Central Asia», a member of the SEC of APK Gurevich L.Ya. and Director of the Regional scientific-practical center of research of interethnic and interfaith processes Tyshkanova N.S.

As a result, the Ministry of Education and Science of the Republic of Kazakhstan jointly with the Scientific-Expert Council of the Assembly of people of Kazakhstan was given a number of assignments, particular:

- up to  March 1, 2016 to submit proposals for the development and publication of an anthology of the national idea "Mәngіlіk El";

- up to December 31, 2015 to analyze the use of research results in the practice of public administration;

- up to December 1, 2015 to review and make proposals on the creation of trilingual educational complex for preschool preparation as a basic educational material for preschool and primary school organizations on the example of educational complex "Tilder alemi";

- To recommend topics of scientific and dissertation research proposed by the Scientific Expert Council of the Assembly of people of Kazakhstan for special doctoral, magistracy and bachelor of social and humanitarian directions of higher educational institutions of the Republic of Kazakhstan. To insert information on this issue every year on the 1^st of December:

- up to 1 October 2015 to make suggestions in the Thematic plan of research work of the Presidential Administration on scientific and expert support of the fourth institutional reform

- "The identity and unity" of the Plan of Nation - 100 specific steps "Modern State for all," to study the mechanisms of funding for the period 2016-2018 years in the following areas:

1) The identity of Kazakhstan on the principles of citizenship: the institutional, social and public mechanisms for strengthening and development;

2) The national body of Kazakh language as a scientific and practical basis of the trilingual education;

3) National idea "Mangilik El" as the basis for integrating ethnic and social groups, including the Kazakh Diaspora and returnees;

4) The national project "Big Country - Big Family" as a tool for the construction of the Kazakhstan identity;

5) Monitoring of the ethno-political situation in Kazakhstan;

6) Socio - economic environment of ethnic processes and interethnic relations;

7) The interaction of ethnic and social factors;

8) Ethnic inside: a comparative study of economic behavior, social stratification and social work mentality of ethnic groups.

There have also been tasked to other entities such as:

- Ministry of Education and Science, Foreign Affairs of Kazakhstan - to take measures to strengthen the Kazakhstani identity among the Kazakh youth studying abroad. To provide with information on this matter until November 1, 2015.

- Ministry of Education, Culture and Sports, National Economy of the Republic of Kazakhstan - up to December 1, 2015 to make proposals for the establishment of effective mechanism for the state order for carrying out scientific research as a tool for diagnosis of the key problems in the early stages and approbation of the planned measures of public policy.

- Ministry of Culture and Sports of the Republic of Kazakhstan, akims of regions, Astana and Almaty cities - to attract members of the Scientific Expert Council of the Assembly of people of Kazakhstan and scientific export groups of regions to work on clarifying the values of national idea "Mangilik El" in different social groups. To provide information on this matter until November 1, 2015.

- Ministry of Foreign Affairs, Culture and Sports of the Republic of Kazakhstan, akims of regions, Astana and Almaty cities – up to April 1, 2016 within the international cooperation to work on the attracting of Kazakh diaspora to explain and promote the values of "national idea" Mangilik El ", the formation of positive external image of Kazakhstan in the Eurasian Economic Community, Europe and Asia.

- The Republican state institution "Kogamdyk kelіsіm" under the President the Republic of Kazakhstan until August 1, 2015 was instructed to make proposals for the creation of working group under the Scientific Expert Council of the Assembly of people of Kazakhstan to provide scientific and analytical support of the implementation of the fourth institutional reform "Identity and unity" of the Plan nation 100 specific steps "Modern State for all".

- There were made amendments to the structure of SEC of APK.

At the end of the meeting 9 members of the expert council awarded to commemorative medals - "20 Years of APK".
