October 27, 2017 in the Eurasian National University named after L.N. Gumilyov within the framework of the "Ryhani zhangiry" program held a city conference on the theme: "Increasing the capacity of the public consent councils in the light of the program article of the President of the Republic of Kazakhstan N.A. Nazarbayev "A look into the future: modernization of public consciousness", organized by the Assembly of the people of Kazakhstan in Astana.

The conference was attended by members of the Public Consent Council and the Scientific Expert Group of the Assembly of Kazakhstan People of Astana, representatives of state bodies and ethno-cultural associations of the capital, as well as ENU teachers and students.

ГThe City Conference was held in order to further implement the fourth institutional reform "Identity and Unity" of the "100 concrete steps" of the Nation Plan, the Address of the President of the Republic of Kazakhstan "The Third Modernization of Kazakhstan: Global Competitiveness" and the program article of the Head of State "A Look into the Future: Modernization of Public Consciousness".

Having discussed the issues raised in the agenda of the conference on increasing the potential of the Councils of Public Consent in the light of the program of spiritual modernization of public consciousness proposed by the Leader of the Nation, the participants in the meeting unanimously agreed on the importance of the article of the Head of State as the most important political document designed to ensure further consolidation of Kazakhstan society.

Speakers focused on the main priorities and aspects mentioned in the article, at the same time, the special importance of the development of national identity, consent, as well as the role of the Assembly of the people of Kazakhstan in the formation of interethnic dialogue was noted.

"We are witnessing the globalization not only of our state, but of the whole world. And at the time of this globalization, the Head of State identified specific priorities and set a course for the modernization of our state. Here it is worth noting the transition to the Latin alphabet, and the preservation of the culture of our traditions and custom, "said the conference moderator, the chairman of the Astana City Council of Public Consent A.k. Alpeisov.

"The head of state in his article identified the two most important factors through which it is necessary to implement the Program of Modernizing Public Accord. This, first, culture and the preservation of national traditions. Secondly, it is a cult of knowledge. Only culture is able to influence the whole process of effective work of the economy, interethnic and interpersonal relations, on the effectiveness of management. Culture is the most effective spiritual tool in overcoming chaos and antisocial manifestations, - said in his speech a member of the national commission under the President of the Republic of Kazakhstan on modernization of public consciousness, head of the APK section of ENU. L.N. Gumilev, Professor A.A. Bashmakov.

The speakers noted the role of the public consensus councils created and operating in the capital's institutions and enterprises. Their main task is to reach everyone through activization of work directly in the collectives of various structures, to clarify the main provisions of the presidential appeal to the people of Kazakhstan.

The Conference notes the special role of the Assembly of the people of Kazakhstan in creating harmonious relations in the society.

Following the results of the city conference, the participants adopted a resolution in which it was noted that preserving their national and civil identity, the people of Kazakhstan are united in achieving their goal of building a prosperous Kazakhstan.
