For a discussion of the draft Law "On amendments and additions to the Republic of Kazakhstan "On the Assembly of People of Kazakhstan's Law" gathered chairmen of ethnocultural associations WKR APK, heads of department, public consent councils and scientific experts of the Department of the APK at the WKR West Kazakhstan State University.

To date, a draft version of proposals for introducing amendments and additions to this Law has been prepared. It is planned to make 55 amendments, where a new status of ethno-cultural associations and measures of state support for their activities are defined, accreditation of ethno-cultural associations is stipulated, new powers and duties of the Assembly Council members are added, article 13 "Vice-Presidents of the Assembly" is added,

According to the deputy chairman, head of the APK WKR secretariat G. Kapakov, this bill is called upon to give a new status to the Assembly of the people of Kazakhstan.

- In the Law "On the Assembly of the People of Kazakhstan" in 2008, amendments and additions were introduced in 2016 in connection with the national idea "Mangilik El". Now, on behalf of the President of the country, Nursultan Nazarbayev, in connection with the modernization of public consciousness, a decision has been made to extend the powers of the APK and this requires a corresponding bill.

The draft law contains amendments that raise questions among representatives of the expert group and members of ethno-cultural associations, such as, for example, the accreditation of EKTs. According to G. Kapakov, this amendment provides for improving the quality of the work of the Assembly and a correct relationship with those associations that do not take an active part in strengthening public harmony, they need to be able to conduct a dialogue and involve them in the APK ranks.

Member of the scientific and expert group of the APK WKR Pavel Dobryaev believes that there are discrepancies in some formulations, for example, overlapping concepts of "ethnicity" and "nationality", item 1-1 of Article 11 provides for the analysis, monitoring and control of execution of that too. not precisely formulated, since the concept of "monitoring" already includes the monitoring function. Also an amendment to Art. 14 states that the head of the regional assembly secretariat is appointed and dismissed by the appropriate akim in agreement with the Staff of the Assembly of the People of Kazakhstan. At the meeting, a proposal was made for the participation of the Council of the Regional Assembly and that the members of the Council also undergo coordination, thereby improving the effectiveness of joint work on the ground.

Chairman of the regional public association "Folklore-ethnographic Cossack Center "Yaik" Igor Spiridonov, announced a proposal to make to the bill amendments that increase the role of youth in building social consensus.

- The President pays a lot of attention to youth, the state creates all the opportunities to support and develop young people. But in the draft law there are no articles in any article relating to the popularization of the youth wing in the work of the Assembly. I propose to the Assembly in the Council, including at national level, included representatives of youth, - said I. Spiridonov.

All proposals were taken into account, a protocol letter was drafted and sent to the appropriate structures.
