ASSEMBLY HAS BECOME A POWERFUL ACCUMULATION RESOURCE OF THE INTERESTS OF ETHNIC GROUPS IN THE COUNTRY, LEONID PROKOPENKO

Today, an international conference “Integration policy of Kazakhstan and Germany. Comparative analysis” was held at Nazarbayev University.

The event was attended by the Deputy Chairman of the Assembly of people of Kazakhstan – head of Secretariat of the APK of the Executive Office of the President RK Leonid Prokopenko, Director of Konrad Adenauer Foundation in Kazakhstan Mr. Thomas Helm, who acted as the moderator, the deputies of the Majilis of Parliament of Kazakhstan, foreign experts, members of the APK, Scientific Expert Council of the Assembly, figures of science and culture, representatives of state bodies, NGO, ethno-cultural associations and the media.

As Thomas Helm noted, the processes of migration and integration will be intensified around the world. Everyone wants to participate in globalization, which is impossible without migration.

According to him, the time has come to discuss this topic more intensively, as Kazakhstan and Germany have much in common, trust and bilateral relations have been established for 26 years. The parties can consult each other on an equal footing and exchange information on the issue of migration and ethnoses.

Since the signing of the Memorandum on cooperation between Konrad Adenauer Foundation and the Assembly of people of Kazakhstan in October 2017, a number of events and meetings have been held in the Republic in Houses of Friendship.

Thanks to the political will of the Head of state, as L. Prokopenko reminded, the unique Kazakhstan model of social harmony and national unity was implemented.

“Our youth receive modern and progressive education that meets the highest international standards. Here the future of our country is formed and gain the knowledge. It is very important for young people to share and understand the true Kazakh values – harmony, peace and unity”, — Deputy head of APK said.

During his speech, he said that the legal status of ethnic groups is regulated through the institutions of the national minority and the absolutization of individual human rights in many countries of the world and Europe. Kazakhstan, in turn, chose its own path, developed its own system to ensure public harmony and unity.

“Two factors played a key role in this: the political will of the President and the model of integration of ethnic groups into a single nation”,— the speaker explained, talking about the existing models of integration in the world.

Thus, the model of “melting pot” is used in the United States, multiculturalism in some European countries, and the concept of the state organism “kokutai” in Japan.

“We have abandoned the concept of “national minorities”. Our Constitution begins with the words “We are the people of Kazakhstan”, which originally laid down the principle of community of all citizens of the country regardless of ethnicity at the political, legal and social level”, — said the head of the Secretariat of APK.

All ethnic groups of the country chose the integration strategy of their existence and “none of them chose the model of isolation”.

Consolidation of ethno-cultural associations into a single Assembly of the people of Kazakhstan, according to Leonid Prokopenko, has become a powerful public resource for the accumulation of interests of all ethnic groups of the country and the whole nation through them.

Meanwhile, it should be noted that APK complies with all the UN and OSCE recommendations on human rights in the field of interethnic relations.

About 180 thousand Germans live in Kazakhstan, German ethno-cultural associations are actively working, the Academic Republican German Drama Theatre is functioning, the newspaper “Deutsche Algemaine Zeitung”is published.

“The state supports the development and preservation of German culture and language. At the same time, all of us, regardless of ethnic origin or religion, consider ourselves an integral part of the united people of Kazakhstan”, — concluded the Deputy head of APK.

Presentations were also made: Vice President for Student Affairs and international cooperation NU Kadisha Dairova, Deputy of the Majilis of Parliament of Kazakhstan Albert Rau and Deputy head of the Committee of Labour and Social protection and Migration Yerlan Raiganjyev.

During the conference, issues of migration policy of Kazakhstan and Germany: the main flows of migrants, labour migration and forecasts for the near future were discussed. They also discussed the role of non-governmental organizations and state institutions in the integration of ethnic groups, the possibilities of ethno-cultural associations in the adaptation and integration of migrants and their interaction with the authorities.
