The list of his labor merits includes such positions as Secretary of the District Executive Committee, Second Secretary of the Kokchetav Regional Committee of the Communist Party of the Kazakh SSR, Chairman of the Karaganda Regional Executive Committee, First Secretary of the Taldykorgan Regional Party Committee. In 1969 he graduated from the Higher Party School under the CPSU Central Committee.
