In the North-Kazakhstan region there are 85 councils of public consent. The main goal of the work of the Public Harmony Councils is to strengthen inter-ethnic harmony and tolerance in the society through ensuring effective interaction of state bodies and civil society institutions, as well as support and development of public initiatives.

The Council consists of leaders of public opinion, chairmen of city and district Soviets, representatives of ethno-cultural associations, youth, veterans' organizations, state bodies.

At present, systematic explanatory work is being carried out to create Soviets of Public Consent at large enterprises of the region, during which meetings, outreach sessions, seminars, round tables are organized, an information and propaganda group is working. So, on August 4 in the Petropavlovsk Confectioner LLP the Council for Public Consent started its work.

With the products of "Petropavlovsk Confectioner" are familiar sweets not only in Kazakhstan, but also in Russia, China and Mongolia. The enterprise produces more than 150 items of products, the volume of about 2.5 thousand tons per day. The management of Petropavlovsk-Konditer pays great attention not only to modernization of production, but also to strengthening the corporate spirit and labor relations, which was manifested in the initiative to create one of the first public consent councils. Head of the North Kazakhstan Regional Assembly of the People of Kazakhstan Nail Salimov, chairman of the Regional Council for Public Consent Rashid Nadirov and chairman of the Jewish Ethno-Cultural Association Rashbil Evdayev arrived at the meeting with the confectionery factory team. Fanis Litfullin shared his experience of the work of the first in the field of the Public Consent Council at the enterprise of Kyzylzhar Su LLP. After the conversation with the team, the management conducted a short excursion for the guests of the factory, where one of the workshops could see the process of cooking in live.

In 2017, leading experts developed a model of the activities of the Councils of Public Accord, according to which representatives of the scientific and expert group of the regional assembly of the people of Kazakhstan and the ANC chairs conduct scientific-analytical and methodological support of the activities of the Public Harmony Councils.
