During the visit to the House of Friendship L. Prokopenko got acquainted with the work of mediation offices and ethno-cultural associations.

Under the chairmanship of akim of Atyrau region Nurlan Nogayev, a meeting with members of the regional APK was held.

Head of the Secretariat told participants of the meeting about the implementation of projects “Kazaktanu”, “100 new faces of Kazakhstan”, emphasized the importance of the project “Sacred heritage of Uly dala eli” aimed at the education of the young generation in the framework of the President’s programme “Rukhani zhangyru”.

Referring to challenges assigned by the Head of state for the Councils of public consent of APK, L. Prokopenko drew attention to the important condition for the development of Kazakhstan it is to ensure the unity and harmony of people, its integration for all socio-political and economic reforms in the country.

“This year we want to hold the Council of the Republican public consent in the North Kazakhstan region, where the issues of public control over the implementation of Five social initiatives of the Head of state will be discussed. This also applies to reducing the tax burden on the poor, construction of dormitories and the effectiveness of the allocation of educational grants”, — Deputy head of APK said.

In the region, as akim of Atyrau region noted, plans have already been outlined for the implementation of the youth programme “Know your country”, initiated by the Head of state. The idea was to organize year-round excursions for young people across the country.

“One of the chairmen of ethno-cultural association APK of Atyrau region Oleg Shmal has already planned the implementation of the project called “By ancestors’ road” within the framework of this movement. The idea is to go on the longest route of “Silk way” — from China to Western Europe. The programme of visiting important, sacred places of Kazakhstan is considered for foreign participants. One of the bright implemented projects from Atyrau region in this direction is the annual Republican auto-motocross in Kazakhstan “My country”, which brought hundreds of young people together”, — Nurlan Nogayev said.

“I would like to take part in your expedition. Such projects are good for their scale. Kazakhstan is rich in its beautiful places that attract the attention of both local residents and foreign tourists. Therefore, it is important that many people know about the hospitality and kindliness of Kazakh people”, — Leonid Prokopenko said.

At the meeting, it was said that the construction of a new House of Friendship will begin in the near future. At the moment, the design and estimate documentation is fully completed, the project is undergoing state examination.

Deputy Chairman of APK also informed that it is planned to hold public accreditation of ethno-cultural associations in all regions of the country.

After the meeting with ethno-cultural associations L. Prokopenko visited Makhambet district, where he got acquainted with the work of the regional historical museum “Saraishyk”, met with members of the district Council of public consent of APK.

On September 7 taking part in the meeting of the Committee on Constitutional Legislation, judicial system and law enforcement bodies of the Senate of the Parliament of Kazakhstan L. Prokopenko emphasized the importance of the formation of mediation in the country.

 “Readiness of citizens to compromise in the course of resolving any conflict becomes an indicator of civic maturity and responsibility. Mediation increases the level of legal culture, ensures social stability and stability of the entire social structure, favorable socio-psychological climate in society. It is one of the important directions of the programme “Ruhani zhangyru”, providing an evolutionary rather than revolutionary development of Kazakhstan”, — said Leonid Prokopenko.

He also noted: “Since 2010, Assembly of people of Kazakhstan has been carrying out consistent work on the development of mediation in our country.

Today, this work has reached a qualitatively new level. Promoting the development of mediation in the field of public consent and national unity is one of the priorities of the Assembly, reflected in the Concept of its development until 2025, it is a legal norm enshrined in the Law of the Republic of Kazakhstan “On Assembly of people of Kazakhstan”, as amended on 27 April 2018.

If we talk about the social role of mediation, it is must be recognized that Assembly initially performed and performs mediation functions in the field of interethnic relations, reconciling “different poles of national consciousness”, building harmonious relations between the ethnic groups of Kazakhstan, ensuring their integration into a single nation”.

In conclusion, L. Prokopenko said that today the Assembly is aimed at achieving such important results as the creation of a qualitative pool of public mediators and the Republican electronic register; promoting the development of Institute of mediation as an effective mechanism for prevention, resolution of social and legal conflicts.

“Kogamdyk kelisim” KSU and Houses of Friendship in all regions, districts and rural districts opened 907 mediation offices of APK. The platforms of public consent councils and mothers' councils are used to conduct mediation procedures at all levels.

The total number of public mediators is 3 169 people, which is almost 3 times higher than their number as of 1 June 2016 (1097).

The number of applications received for 6 months of the current year amounted to 16 386, 5 786 of them are resolved at the consultation stage, 10 600 mediation agreements have been concluded.

At the moment, there are 87 councils of a public consent of APK in Atyrau region: 75 – mothers’ council, 1 scientific expert group, club of journalists and regional headquarters of the Republican youth movement “Zhangyru zholy”. This year the regional branch of Assembly of people of Kazakhstan has conducted more than 2000 events, which were attended by about 210 000 people.
