CREATIVE COMPETITION IN THE FIELD OF JOURNALISM "SHAHYRA"

1. General Provisions

1.1. The present Regulations on holding a creative competition in the field of journalism "Shakira" (hereinafter referred to as the "Competition") have been developed with a view to implementing paragraph 41 of the Action Plan for the implementation of the Concept for the Development of the Assembly of the People of Kazakhstan (until 2020) for 2016-2018, approved by the Resolution of the Government of the Republic of Kazakhstan from March 26, 2016 No. 159, as well as in accordance with the Charter of the Republican State Institution "Kokamdi Kelisim" under the President of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan, No. 837 of 17 June 2014.

1.2. Contest management:

1) The founder of the competition is the Assembly of the People of Kazakhstan (hereinafter - the Founder).

2) The organizer of the competition is the Republican state institution "Kokamdyk kelіsim" under the President of the Republic of Kazakhstan (hereinafter - the Organizer).

1.3. This Regulation determines the order of the competition and the criteria for selecting projects.

2. The purpose and objectives of the competition

2.1. The aim of the contest is to promote the development of Russian journalism through the encouragement of journalists who publish materials on an inter-ethnic topic.

2.2. The objectives of the Competition are:

1) popularization of programs and materials in the media, revealing the essence and content of state policy in the field of interethnic relations, promoting the development of intercultural dialogue;

2) promotion of the best examples of culture and traditions of the polyethnic people of Kazakhstan in the information space;

3) expanding the scope of the state language;

4) improving the quality of journalistic materials in the media devoted to the issues of strengthening public harmony and national unity;

5) increasing the role and responsibility of the Kazakh media in covering the topic of public harmony and national unity.

3. Participants of the competition

3.1. Journalists from Kazakhstani mass media, representatives of ethno-cultural associations, non-governmental organizations, scientists and cultural figures, experts and individual authors can take part in the competition.

3.2. In the competition of 2017, the winners of the competition of the previous two years can not participate.

3.3. Each participant can submit only 1 (one) application.

4. Contest management

4.1. The founder of the competition carries out general management of the competition.

4.2. Organizer:

- Amendments and additions to this Regulation;

- creates and approves the composition of the jury;

- determines and ensures the procedure for holding all the procedures of the competition and awarding the winners of the competition;

- approves the results of the competition;

- places information about the announcement of the contest on the site www.assembly.kz, informs the media about its results.

4.3. At the regional level, the founders are the secretariats of the Assembly of the people of Kazakhstan of the provinces, Astana and Almaty, organizers of KSU "Kokamdy kelisim" oblasts, Astana and Almaty.

4.4. In order to determine the winners of the competition, the Organizer has the right to request additional information from the participants.

4.5. The winner of the competition is determined by the jury.

5. The procedure and terms of the competition

5.1. To participate in the contest materials are accepted in the state and Russian languages ​​published in print media, including media of ethnocultural associations, and Internet resources, the body, - radio programs, placed from January 1 to October 1, 2017.

5.2. The competition is held in the following categories:

- for the best information material, dedicated to individuals who have made a significant contribution to strengthening unity and harmony;

- for the best information material, revealing new directions of work of the Assembly, incl. In the regions;

- on the best information material on the contribution of labor collectives to strengthening unity and harmony;

- a special prize for the best information material on the program article of the Head of State "A look into the future: the modernization of public consciousness."

5.3. The competition is held in 2 stages:

- Contest participants can send competitive works for participation in the regional competition from June 20, 2017 to October 5, 2017;

- Competitive works, passed the first stage (regional) are transferred for participation in the second stage (republican) in the period from October 5, 2017 to October 15, 2017.

5.4. Regional KGU "Kokamdyk kelіsim" or secretariats of the Assembly of the people of Kazakhstan of the provinces, Astana and Almaty send the materials of the winners of the regional stage (in hard copy) with a cover letter, with a copy of the minutes of the meeting of the regional competitive commission to October 15, 2017 at: 010000 , Republic of Kazakhstan, Astana, ul. Мәңгілік Ел, 8, House of Ministries, 13 entrance, room 661.

5.5. The solemn ceremony of awarding the best works will be held in Astana, in November 2017 within the framework of the Media Forum of the Assembly of the People of Kazakhstan.

5.6. Applications submitted to the contest organizer after the announced deadline for accepting bids or inconsistent with the requirements of the competition are not considered.

5.7. Materials sent to the competition are not reviewed and not returned.

6. Requirements for registration of the competitive application

6.1. An application for participation in a tender is a form of expressing the consent of a participant claiming to participate in a tender with the requirements and conditions provided for in this Regulation.

6.2 The application for participation in the tender must contain:

- a candidate's completed application form in accordance with Annex 1 to this Regulation;

- additional documents confirming the compliance of the application with the requirements of the competition.

The number of materials submitted by one application must be at least 3 and not exceed 5 materials.

6.3. The application for participation in the contest can be submitted to the regional organizer of the competition in electronic form, as well as in a sealed envelope, indicating the name of the contest and contacts of the sender.

6.4. The submitted applications for participation in the competition are registered by the contest organizer with the date and time of receipt of applications for participation in the competition.

Short information messages / press releases, etc. / are not accepted for the Competition.

6.5. They are not subject to acceptance and registration of an application for participation in a tender in violation of the requirements provided for in these Regulations.
