In the regional Kazakh Drama Theatre, was held the IV Forum of Public Councils consent APC of the West Kazakhstan region. The main topic of discussion was the question of employment of the population, both in urban and in rural areas.

The forum was attended by the Deputy of the region akim Marat Togzhanov, secretary of the regional maslikhat Malik Kulshar, Head of the Secretariat of the APC WKR Gaisa Capac, chairman of the regional Council of public consent to the Assembly Nazhmeden Iskaliev, city council members, the Council of the mothers APC WKR, heads of state bodies, representatives of ethno-cultural centers, NGOs and youth organizations. Total participants in the forum were more than 300 people.

Deputy akim Marat Togzhanov noted the symbolism of the Forum on the eve of the 25th anniversary of Independence. He stressed that in order to further strengthen social cohesion and increase the level of the Assembly should ensure the unity of the people throughout the country and regions, implementation of the tasks set by the Head of the state in the field of charity, development of mediation and public consent of the Council as a social control mechanisms.

Deputy akim of the region elaborated on state support measures in the fight against unemployment. So in the area of monitoring of vacancies in enterprises and organizations is conducted on a daily basis. Create new jobs through public sector programs implemented in the region, through microcredit, new actors are involved in small and medium businesses, is a professional training in specialties that are in demand in the labor market, the attraction to social jobs. In order to support unemployed young people a number of projects "Youth Practice", "Zhasyl El", "With diploma - to the village", "Business Road Map - 2020" student construction and labor groups. For the employment of unemployed people employment center the program "Employment Road Map - 2020" program and the development of areas where the financing plan for 2016 amounted to 5.2 billion tenge, from the beginning of the year created 10,542 jobs during term 8900. Of these, 5148 are permanent.

According to Marat Lukpanovich in our region for 2016 different measures of employment was scheduled to reach 16,025 people, and as of November 1 this year, the actual coverage was 18 520 people. Including 1 460 people were employed on the projects under government programs, including 728 people on the program "DKZ - 2020", 1064 people were sent to training courses, retraining and advanced training, including 551 - on "DKZ - 2020", more than 900 people were sent to social jobs, more than 1,000 young professionals took part in the program "Youth practice" 6398 focused on paid public works, more than 300 people received micro credits, etc.

On the boards of public consent to the chairman of the public consent of the Council of the APC WKR Nazhmeden Iskaliev and made recommendations aimed at improving the employment situation in the region.

- In the area of ​​public consent was made 239 councils of all levels, our main goal - the strengthening of public consent through the solution of actual problems of the society. The most pressing issue today is employment, is due primarily to the development of entrepreneurship, small and medium-sized businesses, the religious situation. We have recommended holding regional forums on the subject. As practice shows, the role of community councils is important to determine how effective government programs aimed at increasing employment, what measures need to be taken further. In the current realities of the most stable and popular business becomes production, so entrepreneurs need to be proactive, to expand its business and create new jobs - said N.Iskaliev.

Particular attention was paid to the issue of self-employed people who for their work do not receive a fixed salary, as a rule, have no pension and tax deductions.

According to N. Iskaliev in the area, there are about 118 thousand to date self-employed people, 80% of them - in rural areas. In this regard, the Forum also made recommendations to develop the agricultural potential of our region and create mechanisms for rural producers to make their products primarily on the domestic market fell in the area.
