December 7, 2017 in the "Comfort Hotel Astana" held a republican forum of public consent councils of the Assembly of the people of Kazakhstan.

The event was attended by Deputy Chairman - Head of the APK Secretariat D. Mynbay, deputy chairman of the APK S.Vishnyak, chairman of the Federation of Trade Unions of the Republic of Kazakhstan B.Abdirayim, deputies of the Parliament of the Republic of Kazakhstan, members of the APK Council, councils of public consent of the APK of all levels and large enterprises, representatives of the APK Scientific and Expert Council, state bodies and ethno-cultural associations.

During the Forum, the topical issues of ensuring the active participation of the APK Council members in addressing national problems and pressing issues of the population, enhancing the role of the Soviets as a mechanism of public control, the effectiveness of the participation of the Soviets in the implementation of the "Ruhani zhangiru" program, discussed the experience of the Soviets at the district , urban, rural levels and enterprises.

Speaking at the Forum, D. Mynbay noted that "there is a dynamic growth of the Councils of public consent at virtually all administrative and territorial levels - regions, cities and regions, rural districts and individual enterprises. This shows the ability of the Soviets to become a significant factor in the Third Modernization".

The APK Deputy Chairman focused on some problems, calling specific regions: "Particular attention should be paid to public consent councils in Almaty, as well as in Astana, the South Kazakhstan region. These regions traditionally show a high level of various kinds of problems, here the active population, active NPO".

D.Mynbay also gave good examples of organization of work in the assemblies of Almaty, East Kazakhstan, West Kazakhstan, North Kazakhstan oblasts.

"Following the example of the Almaty region in other regions to create and promote a single vertical boards of public consent, - he said. In the West Kazakhstan region, the regional council includes the chairmen of the city and district councils, a system for motivating and encouraging active public work of council members.

In the East Kazakhstan region, within the framework of the "Ruhani zhangiru" program, the "EKR - territory without conflict" project involves public consent councils of all levels".

Other speakers also noted the importance of the work of the Soviets and stressing that President Nursultan Abishevich Nazarbayev gave a number of instructions on the development of the institution of the Soviets, including on participation in local self-government, cited examples of their implementation in their regions.  

Representatives of the regions shared their experience and plans for improving the activities of the Soviets.

The innovation was the holding, within the Foresight Forum, of the "Improvement of the activities of the APK Councils of Public Consent" (on the further regulation of the work of the APK CPC). Also, a training was conducted on the topic "Mediative Technologies for All".
