The main motto and ideological principle of the state and society should be “Independence is the most precious thing”

An article of the President of Kazakhstan Kassym-Zhomart Tokayev “Independence is the most precious thing” has been published in the newspaper “Egemen Kazakhstan”. It is actually a work that systematizes the activities and tasks for the 30th anniversary of independence.

In fact, this instruction of the Head of state is an ideological map of the 30th anniversary of the country's independence. Today, especially after the election to the Majilis of the Parliament, these tasks come to the fore, as the new generation of politicians faces the task of implementing a package of urgent reforms. They must fill an ideology of independence with concrete deeds and put them into practice.

After all, in his article, the President has noted the achievements of the 30 years of independence and formulated our future direction. The main successful reforms and breakthrough projects that built the new state and formed its political course after the Soviet period were analyzed on a large scale.

His steadfast and systematic views on the land, history, ecology, social values, youth education and patriotism, the state language and unity of the country have taken the root in society.

He also touched upon a number of topical issues of concern to the Alash and set specific goals for the relevant places.

In the relief of the future, a focus is not only on the social-economic dimensions, but also on the humanitarian, historical, philosophical and social paradigms of future generations of Kazakhstanis.

A comprehensive approach to the development and strengthening of Kazakhstan's national and state identity is focused in the XXI century.

And we see the strategic continuity of the ideas of the First President of Kazakhstan – President Nursultan Nazarbayev, expressed in the program of revival of public consciousness “Ruhani zhangyru”, in the article “Thinking about the independence” of 2014.

“Our new Kazakhstan was born as a shining star”, the President said this in his thought package “Thinking about the independence”.... Independence is the redemption of an immeasurable blood and skin shed by generations of ancestors to protect every step of our sacred land.

Independence is the unshakable unity of our people, which has a unique history and culture, respects the state language and the ethnic languages ​​of all Kazakhstanis.

In this regard, the President Kassym-Zhomart Tokayev said: “All these accomplishments have been achieved due to the individual leadership of the First President-Elbasy and the wisdom, unity and solidarity of our people, and the hard work of our compatriots. Therefore, if we say that the First President-Elbasy has become an eternal symbol of our independence, we would be telling the truth”, he said.

The theme of independence in the President's article is the development of the national identity and interests of our modern spiritually free and independent people. That is why, the main goal of the fourth decade of independence is to build a strong state and become a competitive nation.

The Head of State emphasizes the process of political and economic reforms and modernization of public consciousness as the main directions in achieving it. The main thing here is a qualitatively new national identity adapted to the modern requirements.

This conclusion is based on the principles of the society and an effective state, social justice and an open state.

This step is very important in order to withstand the new challenges of globalization, that undermine the uniqueness of any people of the world, easily to seduce and lead citizens.

It will be very dangerous for our people, who just experienced the difficulties of the totalitarian system yesterday. That is why the President said: “We need to weigh the pros and cons of the new age, assimilate its advantages, and keep our roots strong. Not to be separated from our national identity, culture and traditions is the only guarantee that all civilizations will not be swallowed up in the chaos of the brain”, he said. It is no coincidence that the main role in solving this task is given to the formation of national historical knowledge and consciousness as a basic basis for the uniqueness of both the Kazakh and the whole Kazakhstani society.

Nowadays, we see the need to unite the worldview of the older generation, who worked hard in the early stages of independence, and the younger generation, who have always considered Kazakhstan to be independent.

Young Kazakhstanis have studied a rich heritage of our country's historical experience, thousands of years ago our ancestors conquered the vast territory of Eurasia, how modern Kazakhstan was formed in its central part, how difficult it was to achieve independence on a large scale since the XIX century, especially during the II World War. You must know the policy of formation of a multi-ethnic population that forms the single people of Kazakhstan.

At the same time, it is important that many historical facts and events that have been deliberately distorted or obscured in the past are scientifically filtered, made available to the public and presented in an understandable way.

“Despite the fact that we have been arrested several times during the years of independence, our new multi-volume history in the national interest has not yet been fully written”, the President said. It is a high time to reconsider its concept, taking into account the shortcomings of the past, and rewrite it on the basis of new scientific principles and innovations. All textbooks are based on such fundamental work. This is a matter of strategic importance in terms of promoting the genealogy of the nation. Therefore, it is necessary to start writing a new academic history of Kazakhstan immediately. In the end, this is the essence of the problem of revival of historical consciousness. It is necessary to involve our authoritative historians in this work”, he mentioned.

An objective reconstruction of the past, a neutral analysis of historical trends and interpretations, the development of an updated source database should be the guiding principles of the new wave of textbooks on history. This will contribute to the proper systematization of the knowledge of young Kazakhstanis, strengthening their attitude to the universal principles, the formation of values ​​related to the tolerance, mutual understanding between peoples, national spirit and patriotism.

It should be noted that this is not the first task on this issue, so there is no time to postpone. It is rightly said that “History written in the national interest contributes to the awakening of national identity”.

The common values ​​that unite our people are a powerful unifying factor of society.

According to the well-known historian S. Klyashtornyi, the most important of them is the statehood of the Kazakh people, that was established for at least three thousand years, “Our sacred land inherited from our ancestors”, and no one “Gave it to us”, he said.

From the President's speech, we can clearly see the response to the very rude and baseless statements made by some foreign figures about the territory of Kazakhstan.

“Kazakhstan has internationally recognized borders, established by bilateral agreements. Now no one can argue with him!”

This is a clear response to such statements that have been made before and may be made in the future. “In general, the history should be studied by historians, not politicians”.

In my opinion, the land issue between Kazakhstan and Russia, as well as a historical evidence should not be forgotten when talking about the state border.

The border between the two countries is the world's mainland border, and its delimitation and demarcation was unprecedented in international legal practice. It is known from our history that the border demarcation of neighboring countries began on the 12th of October, in 1998, when the Presidents of Kazakhstan and Russia signed a protocol on the delimitation of the state border between the Republic of Kazakhstan and the Russian Federation in Almaty. According to this document, the government-level delegations began negotiations in late 1999. The demarcation and mapping of the Kazakh-Russian border began in the west - in the lower reaches of the Volga River, and in January 2005 in the east - on the southern Altai ridge of the Altai Mountains. Shortly afterwards, on the 18th January of 2005, in Moscow, the heads of state signed an agreement between the Republic of Kazakhstan and the Russian Federation on the Kazakh-Russian state border. Today, the total length of the border between the two countries is 7591 km. This is the longest border in the world. Today, this border between neighboring countries has become a belt of friendship and good neighborliness.

At the same time, the Head of State noted a new position on the provocative statements that cast doubt on our territorial integrity and undermine our good neighborly relations. This was a response not only on behalf of the general public, but also at the official level, and expressed readiness to defend the national interests not only through diplomacy, but also through tough positions.

It is a timely response to the arrogant attitudes of the world's leading players, that cast doubt on the territorial integrity of other countries and neglect to respect their sovereignty, the consequences of which are dangerous for them.

At the same time, on December 16, 2020, the President of the Russian Federation Vladimir Putin, along with the leaders of the world, sent a telegram of congratulations to the President Kassym-Zhomart Kemeluly Tokayev on the national holiday – Independence Day. In his letter, the Russian leader noted that “The successful development of strategic partnership and allied relations between Russia and Kazakhstan is satisfactory”. This official position of the Russian leadership, of course, reflects the good respect and esteem of the entire Russian people for Kazakhstan.

Another key issue raised in the President's article is compassion for our land, readiness to use and protect it.

An approach to land is not only about ownership and use, but also about its ecological safety, educating children and adults to take care for the nature of their homeland.

The Head of state stressed the need for frequent resettlement of border areas in the North and East of the country in order to equalize the ethno-demographic situation of the population and ensure national security.

In his first Address to the Nation, the President said that “I believe that the right time will come when the role of the Kazakh language as the state language will become stronger and the native language will turn into the language of interethnic communication”.

He reaffirmed his position on the state language both in this year's Address and in this article.

Noting that today all the legal bases for the formation of the Kazakh language as a unifying factor have been formed, he raised the issue of the intentions and motivation of those who seek to master it and the Government that will create the conditions to achieve this goal. In this context, the role of children's literature, the translation, publication and distribution of the best works of foreign writers.

In modern society, the level of training of teachers of the Kazakh language, the need to develop effective educational tools for teaching in schools and kindergartens, the importance of raising awareness among the population about the prospects of learning the state language, as well as disseminating information about Kazakh language training centers. The issues related to the most active involvement of participants in the events are discussed regularly. In this case, we can see a strategic responsibility of every citizen and every organization in the implementation of the tasks set.

“The widespread use of our native language does not mean that there are restrictions on other languages, especially Russian. There will be an opportunity to develop the native language and traditions of all ethnic groups. It is important for our young people to understand that knowledge of several languages ​​expands their horizons and awakens their eyes”, he said.

Especially considering the activity of ethnic youth fluent in the Kazakh language, we see that the words of the First President of Kazakhstan – Elbasy, the Chairman of the Assembly of the People of Kazakhstan Nursultan Nazarbayev “Kazakh language should become a language of peace that unites everyone and brings young people together”.

Therefore, there is reason to believe that the Assembly of the People of Kazakhstan has become a real propagandist and disseminator of the state language among ethnic groups today. In order to create favorable conditions for the development of languages ​​and cultures of our ethnic groups, there are language courses in the Houses of Friendship, and the methodological complexes have been developed as well. Trainings on new methods of learning the Kazakh language, the language schools are being held too. There is a deepening of the culture and values ​​of different ethnic groups in the Kazakh mentality through the Kazakh language. For example, the projects “Interethnic language of the Great Steppe” and “Kazakh studies” are aimed at solving this problem.

In addition, a group of specialists developed a unique interactive complex “Alphabet of Wisdom” and “Abai” at the initiative of the Secretariat of the Assembly of the People of Kazakhstan. Based on the technical solution of this development, a unique it-innovation was used and it has no analogues in the CIS. A number of chip matrices has been developed, which comprehensively cover the Kazakh cultural heritage (texts of fairy tales, notes of kyui, poetic works, etc.) and do not differ from the usual printed books. It is accompanied by a special reading device in the format of a marker, which reads the text and music when recorded with a text chip image.

The use of the interactive complex is very easy, even for the preschool children. Its scope is wide and diverse: Kazakh literature, poetry, folklore – poems, fairy tales, legends, myths; the propaganda and study of musical heritage – the spiritual world, such as the kyuis, songs, dedications, aitys within the country and abroad; use at the educational institutions of all levels (teaching music, the state language, including the education of visually impaired children); An involvement of ethnic groups of Kazakhstan, as well as all groups and labor collectives in the culture of the Kazakh people and Kazakh values ​​in the framework of the project “Kazakh Studies” of the Assembly of the People of Kazakhstan; an assistance to the education of the disabled and visually impaired people.

The First President of the Republic of Kazakhstan – the Leader of the Nation Nursultan Abishuly Nazarbayev got acquainted with the complex “Alphabet of Wisdom” and in his foreword: “The Alphabet of Wisdom, created on the basis of innovative technologies, expands your horizons. Through the valuable heritage of our people, an oratory will reveal your ability to speak and become an invaluable spiritual tool for you.

Nowadays, the Assembly is actively promoting this tool in the cultural and educational space of the country. In particular, the use of innovative technologies will fulfill the President's task “Knowledge of the state language is the duty and responsibility of every citizen of Kazakhstan”.

Since the implementation of distance learning, other ethnic youth studying in the Kazakh language, as well as schoolchildren and university students, often began to complain about the lack of resources in the Kazakh language in order to search for themselves. An addiction for Internet products by teachers and students has been increased dramatically. It became clear that there is a lack of good publications for the education in the Kazakh language and the availability of quality Internet textbooks. I believe that in order to fill these gaps in the future, all universities should create e-textbooks and the necessary database in order to fully provide their students.

It is important to note that the Head of state has emphasized the role of Kazakh people as the brotherly people, because the Kazakh people were able to embrace and help at difficult times. An Assembly of the People of Kazakhstan makes a significant contribution to the successful solution of this task, creating equal conditions and opportunities for the development. And an unshakable unity of our people is the only way to the bright future.

The task of maintaining interethnic harmony has been set in a new way, that is the personal responsibility not only of government agencies, but of society and every citizen as a whole.

We need to increase the consolidating, unifying factors – common values, ideas and establish them in the minds of all citizens. “The more values ​​that unite the whole society, the stronger our unity”, said the President. This address of the President is aimed at the single nation – a nation of strong and responsible people, a united nation with a future.

The President Kassym-Zhomart Tokayev explains the theme of patriotism as the main pillar of the ideology of independence as the daily service of each person to his country and people. When a person receives an appropriate education and upbringing, he becomes a patriot, forming his civic identity. The goals of the individuals and interests of each citizen must correspond the benefits of society, the contribution to the development of the country. The Head of state stressed that patriotism has a creative power, and the dawn of independence is associated with daily hard work, continuous and consistent policy.

At the end of his article, the President noted that our nation will survive only by relying on the strong and independent state in the global world. This is an unchanging truth. Therefore, in the year of the 30th anniversary of Independence, the main motto of the state and society, an ideological principle should be “Independence is the most precious thing”.

Our common task is to supplement this motto with concrete economic, social, scientific, educational and cultural activities and to raise the unity of the people to the new level so that we can confidently defend our independence.
