Dear Nursultan Abishevich!
The broad Uygur public of the Republic of Kazakhstan expresses its full support to your initiative to translate the Kazakh alphabet from Cyrillic alphabet to the Latin script by 2025.
Timeliness of this step is beyond doubt. The reform of the Kazakh letter is aimed at preserving the identity, further development and modernization of the state language. Direct adaptation of borrowed international terms will correctly enrich his vocabulary, phonetics and will promote the development of cultural, scientific, political, economic contacts with other peoples.
The transition to a new written language will make a significant contribution to the implementation of the "Concept of strengthening and developing Kazakhstan's identity and unity", approved by you in December 2015. A new impetus for the preservation and development of culture and language will be found by compatriots abroad.
Kazakhstan's positions in the global world will be strengthened. Its role in the integration and consolidation of the peoples of the Turkic language group will increase. Cultural - humanitarian cooperation will expand. There will be mutual access to the priceless literary and historical heritage.
In this regard, we consider it a correct and logical step to ensure the simultaneous transition to the Latin alphabet and the Uighur letter in Kazakhstan. The Latin script stimulates scientific, technical and educational progress in the republic. The younger generation will be able to create high-tech science and capital-intensive products that meet world standards of quality. Kazakhstan will enter the world economy of the Fourth Technological Revolution as a full member, and not a raw material appendage.
The Uighurs of Kazakhstan oppose any speculation about the supposedly political motivation of the alphabet change and are in agreement with the opinion that it is linguistic and educational in nature, conditioned by the internal laws governing the development of the state language. The introduction of the Latin alphabet does not contradict the ideas of the Eurasian integration, it is not an option in favor of the culture of Western civilization. The goal is to create favorable conditions for the country to enter the dominant international information and communication space.
Aware of the complexity and thorny path of introducing a new writing system, the Kazakh Uighurs nevertheless express confidence that the development of IT technologies, the availability of highly professional specialists, including those in the field of linguistics, will minimize the difficulties of transition to the Latin schedule.
For its part, the Uygur public undertakes to make every effort to make a worthy contribution to the process of introducing a single standard of the state language on the Latin chart.
