On August 5, a conference hall of the House of Friendship in the framework of the national mediation Day held a round table on the topic "Inter-agency cooperation for the implementation of the Law" On Mediation" in the Karaganda region. "The event was organized by the secretariat for the Regional Assembly of People of Kazakhstan KSU "Kogamdyk kelіsіm" Karaganda region akim and the Centre for Conflict Resolution – "Dialogue".

The roundtable was attended by the Chairman of Karaganda regional court Musabek Alimbekov, First Deputy Head of the Department of Internal Affairs of the Karaganda region, police Colonel Yerlan Omarbekov, head of the fourth management of the prosecutor's office of Karaganda region Aset Arystanbekov, heads and representatives of regional departments and offices, leaders of ethno-cultural and social associations practicing mediators, as well as media representatives.

On the agenda were issues of creating regional mediation Council discussion of specific proposals for the development of mediation at the stage of pre-trial settlement of disputes and conflicts, at the trial stage, and on the development of mediation in general.

In his speech, the Head of the Regional Secretariat of the Assembly of People of Kazakhstan Yerlan Kusayyn noted that after the presentation of "100 steps" program on modernization of the country, the Head of State received and approves a new conceptual approach of defining a role of the Assembly of People of Kazakhstan in solving the problems, strengthening the Kazakh identity and unity.

"Assembly was assigned by the role of mediation coordinator. In accordance with the Concept of development of Kazakhstan People's Assembly (until 2025), the Secretariat of the Regional Assembly and the KSU "Kogamdyk kelіsіm" of akim of Karaganda region on the basis of the House of Friendship mediation center was opened "- said Erlan Kusayyn.

Director of the Center for Conflict Resolution "Dialogue" Tatyana Savitskaya noted that mediation provides not only peaceful resolution of the conflict before the court, it helps people to solve their own problems, provides an enhancement of the individual, which contributes to the entrance of Kazakhstan in the number of thirty developed countries.

Chairman of Karaganda regional court Musabek Alimbekov, one of the developers of the law "On Mediation", in turn, said that an alternative method of conflict resolution was the evolutionary process of the Biy court, based on international practice and adopted as mediation.

Mediation Centre at the Assembly of Peoples of Kazakhstan Karaganda region has the task to develop the use of mediation in the system of pre-trial social interaction and reduce the number of cases reaching the Court.

Within 6 months program a step by step implementation of interdepartmental cooperation of the Center was established, scheduled to work with law enforcement agencies, education system, trade unions, health care, the prosecutor's office, internal policy management, business associations, courts, etc. With the regional court of Karaganda region on June 25, 2016 was signrd a memorandum of cooperation.

"Currently, in order to further expand the scope of conciliation procedures and the development of extra-judicial conflict resolution we are working together with the city and district akims to open mediation offices in towns with local administrations, including the involvement of retired judges. To date, at district and village akimats are opened 77 offices for mediation, mediation procedures involve non-professional mediators "- was noted by Dmitry Kryukov. Accordingly, government agencies need to use the experience of the regional court with disputing parties to explain the benefits of mediation of the dispute, as well as the highlight of the assets of the state finances for workers, and, no doubt, by all means continue to promote the method of resolving the conflict.

"Of course it is necessary to overcome some aspects of social consciousness as the most effective and quickest way to resolve a dispute on these procedures" – summed up by Dmitry.

The first deputy head of the Department of Internal Affairs, Karaganda region Yerlan Omarbekov, opened offices of mediation, as well as the placement of the stands to inform the public about the work of the Center for Mediation. In future there are plans of creating local police services.

Roundtable participants were invited to the introduction of the Regional Council for mediation, not only representatives of non-governmental organizations and public associations, and government officials, as the administrators of programs of social interactions of society. In turn, the Council will provide mediation in the region, the real work for the implementation of mediation, to maintain stability, to develop new approaches to help resolve conflict.

Summing up the results of the round table was marked the necessity to strengthen mediation centers together with the Assembly the of People of Kazakhstan, first of all, social cohesion and national unity.

It is no exaggeration to say that today international community took a keen interest in our model of interethnic and interreligious harmony, whose author is the head of state. All of this is the evidence of the political viability of this unique organization as the Assembly of the People of Kazakhstan, where the role and importance of the Assembly of Karaganda region, one of the most multi-ethnic regions of the country, can not be overestimated.
